This is the inverse of a double cup, where one outer ring takes two cones.

What this arrangement buys

Two rows facing opposite ways locate the shaft axially in both directions and take thrust either way, which a single-row tapered roller bearing cannot do alone. Putting both inner raceways on one ring means a single press fit onto the shaft and fixes the spread between the rows at manufacture, so the row geometry does not depend on shaft machining. The two cups are then adjusted in the housing to set the bearing, which is the usual arrangement where the housing offers the adjustment and the shaft does not.
